THINGS THAT ARE DUMB: Bioswale headscratcher

There has been some debate over whether or not bioswales are effective. We believe they could be effective at absorbing rainwater if they are maintained properly. However, we have found that often times they have become trash pits, which unfortunately is a reflection on the people that inhabit NYC these days. The DOT is supposed to maintain them, making sure they are cleared of debris and functional. But we really have to question why this one on Mount Olivet Crescent was installed when there is a huge lush lawn there already doing the same job. Of course, if the city enforced the 2007 Yards Text Amendment, then homeowners who converted their greenery into concrete parking pads would be required to restore the lawns, and bioswales wouldn't be needed at all.
