Assemblyman Mike Miller (Glendale) is in the process of introducing a bill to disallow overnight parking of vehicles with out-of-state license plates in New York cities with 1 million or more residents. His inspiration for this potential legislation was my article, “Registering cars out of state hurts NY taxpayers,” that appeared in the December 2013 edition of the Juniper Berry.

The legislation is still being vetted by the assembly’s legal department, but the gist of it is that the owner of a car with out-of-state plates will be prohibited from parking on city streets between the hours of 2-5am. Miller does not want to burden the NYPD with this task, so he is looking to get the City Marshals involved. Although to be honest, the NYPD already has a detail that tows cars overnight for things like parking too close to hydrants, so this would be similar. Visitors would be able to obtain a pass to display that would protect them from enforcement.

We’re looking forward to seeing Miller’s final proposal. Hopefully, we’re on the way toward eliminating the fraud that causes honest New York drivers to pay more for car insurance and registration.
