On March 26, 2026, NYC Council Member Phil Wong introduced his first set of four bills aimed at addressing environmental issues and improving quality of life across New York City:
• Intro 803: Bans the sale and distribution of non-biodegradable plastic confetti (including metallic types) to reduce street pollution and clogged drains. Enforceable by fines up to $350.
• Intro 804: Requires shielding on bright outdoor lights (>3,000 lumens) in residential areas to curb light pollution and neighborhood disturbances. Violations would carry a $50 penalty.
• Intro 805: Establishes a “cool pavements” pilot program in heat-vulnerable recreational areas to lower temperatures and improve comfort. Involves multiple city agencies and requires a report by October 2029.
• Intro 806: Creates a Wildlife Management Advisory Board to develop a citywide plan balancing wildlife protection, public safety, and humane treatment. Includes annual reporting by Parks Department.
