On his way out the door, former City Comptroller Brad Lander dropped a bombshell report regarding the insolvency of the City’s employee health fund. He went so far as to recommend dissolving it. Lander clearly waited until after the November elections and during the holiday break to release his findings. The auditors claim that the City’s Office of Labor Relations and the Municipal Labor Committee, which is made up of 100+ public sector unions, “did not take adequate steps to improve the Fund’s position” and recommended it be dissolved because it owes more than $3.1B to the City. The report claims the unions used the funds to pay for other things, like covering the costs of raises and general welfare funds and after dissolution, Lander recommended, “The City should also appropriately budget for healthcare costs and benefits.”
