Council Member Elizabeth Crowley introduced a bill in October that would require the Department of Homeless Services to show videos and provide pamphlets regarding domestic violence against partners and children. From the Daily News: Shelter residents must be schooled on “what behavior will not be tolerated,” while victims will be more likely to realize they can seek help, Crowley said. While more information for victims is always a good thing, we have to wonder why she is under the impression that abusers aren’t already aware of the law, in the way that bank robbers know stealing is wrong and will continue to do it anyway. In addition, if the victim is a child, they likely won’t be able to understand the pamphlets.
