One of the silver linings to the COVID crisis is that the government will now likely be too broke to move ahead with most of their planned boondoggle projects. Examples include: the BQX Streetcar (aka “Gentrification Trolley”) from Astoria to Red Hook, closing Rikers Island and building community jails in 4 boroughs, the decking over and building a small city atop Sunnyside Railyards, and the LaGuardia AirTrain. These are probably going to be shelved for a very long time, if not forever. The budget shortfalls have prompted calls for rebuilding jails on open land at Rikers and scheduling arraignments and other court appearances via teleconference to save money (which due to COVID is currently being done). Another suggestion is to suspend recycling programs since the City loses money on them anyway.
