Former Commissioner of the Department of Social Services Steven Banks assured Council Member Holden that he would not allow level-three sex offenders to be housed at the Cooper Rapid Rehousing Center. Banks departed with the last administration. It was discovered in December through public records that a four-time level three sex offender was in- deed residing there. Four of his six arrests were related to sexual assaults; one incident involved a 37-year-old woman and three minors. This led to Holden calling for his removal from the shelter, a request that the Depart- ment of Homeless Services never responded to. With two schools and a park within blocks of the shelter, itβs ridiculous that the DHS would even consider placing a high-level sex offender there.
