Councilman Robert Holden successfully helped initiate a dedicated 311 request function for city residents to report obscured license plates. After Holden wrote a letter to Matthew Fraser, New York City’s Chief Technology Officer, urging an option for reporting obscured plates, the city agency made the 311 request page available to the public. It is also available in the 311 app.
