Segundo and Maria Chimbay of Elmhurst allegedly converted a one-family home they own at 40-33 Forley St. into five SROs (single-room occupancies). Tenants were discovered living in the cellar, second floor and attic. They all shared a kitchen on the first floor. The illegal rentals were carried out despite the presence of a vacate order on the home, posted when DOB initially discovered the illegal conversion in 2016. The couple were charged on an 18-count indictment of first-degree scheme to defraud, fourth-degree grand larceny, second-degree reckless endangerment, and 15 violations of the New York City Administrative Code. It's doubtful at this point that the homeowners feel that the additional income was worth it.
